In 43 of the 50 states, violent animal cruelty is a serious crime and is labeled as a felony. Often, a hefty fine and several years in prison are a result of animal cruelty or neglect. North Dakota is one of the seven states that hasn't upgraded its anti-cruelty laws and torturing or killing an animal is only a misdemeanor charge.
